San Andreas East Fuelbreak Project


The following are questions the CCRCD received about the San Andreas East Fuelbreak Project RFP that was posted May 7th, 2026. The questions were received either in formal writing (indicated by “...”) or verbally during the mandatory pre-bid tour hosted on May 19th, 2026

  1. If all the trees within an area of the project are less than 14”, does the contractor cut all or retain the 40’ x40’ spacing set forth in the prescription?
    • Retain trees to target a 40’x40’ spacing.
  2. What is the operational window?
    • The preferred operational window is outside of the declared fire season and bird nesting season. Operations for this project will not begin until after the declared 2026 fire season ends.
  3. What is the nesting season for the project area?
    • March 1st-Aug 31st.
  4. Is there a side (E vs W) of the project the CCRCD prefers the contractor to start operations?
    • The CCRCD has no preference, and it will be discussed with the selected contractor prior to operations.
  5. How would you like the optional chipping integrated within the proposal?
    • Chipping is optional. If you prefer to include chipping in your operations, discuss it in your proposal.
  6. Is there a mandated slope limit on the project for mechanical equipment?
    • No.
  7. Can we leave firewood if landowner requests?
    • The CCRCD will discuss with landowners ahead of time and ask them to cut firewood before operations. If a landowner asks you to leave firewood, please ask them to connect with CCRCD staff.
  8. “Please provide the ROE’s signed and a blank ROE form.”
    • Signed ROE’s may be shared with awarded contractor. A blank ROE form from the project is attached.
  9. “Is the project subject to California AB 338 or SB854 2014?”
    • No.
  10. “Does the project require Cal Air Board certified equipment or company certification?”
    • A certificate is not required for proposal submission. You may discuss in your proposal the compliance of your equipment with CARB regulations.
  11. “How will the water courses that need protection be identified?”
    • They will be flagged.
  12. “How will noxious weed infestations be handled? i.e. flagged, avoidance, equipment cleaned after entering.”
    • All equipment must be cleaned before entering the project site and inspected by CCRCD staff or the contracted RPF before operating. There are patches of noxious weeds with varying Cal IPC ratings within the project. This will be discussed with the awarded contractor on a case-by-case basis.
  13. “There are power and utility lines within project area? How are they to be delt with?”
    • There are power and utility lines within the project area. Contractors will avoid them and will be held liable if damage occurs. If a line is hit, all operations will cease, and contractor is required to call the CCRCD Project Manager immediately.
  14. “Will the CCRCD and landowner flag or identify all improvements within project boundaries?”
    • CCRCD will consult with landowners to flag and map any known improvements within the project boundaries for avoidance.
  15. “Can a contractor work up to 3-5 feet of a fences within project boundaries line without having to do hand work?”
    • Where it is not feasible to work up to fencelines without damaging them, a minimal buffer can be left.
  16.  “Can a contractor leave a number on downed logs per acre?”
    • As stated in Section V. Prescription of the posted RFP, “All ground fuels will be masticated including slash, logs, and other vegetative debris currently on the ground.”
  17. “Will Traffic control along private and public roadways require a Traffic control plan, certified flagger or a County Encroachment Permit?”
    • A County Encroachment Permit is not required. Some work will be conducted along private or public roadways: traffic mitigation measures will be required to warn vehicles of active fuels treatment operations when necessary: all traffic mitigation measures and signs will be the responsibility of the Contractor and shall conform to Calaveras County requirements. As a formal traffic control plan is not required, contractors may discuss this in their proposal.
  18. “Are there pre-determined access points for equipment access points for equipment access or fueling and parking?”
    • No.
  19. “In proposal evaluation from #7 said local benefit will be offered 10 points, please provide CCRCD’s definition of Local benefit.”

  20. “Could you please provide a copy of grant for contractor requirements.”
    • There are no contractor requirements under the grant guidelines.
